Job Title: Legislative Accounting Budget Specialist
Location: Bismarck, ND (onsite position, no remote option)
Salary: $5,250 per month and up depending on experience and qualifications

Summary of Work
Under the direction of the director and the director's designees, provides accounting, payroll, and human resources for the Legislative Council and the Legislative Assembly; maintains appropriate financial and related records; prepares and maintains inventory data; and performs other duties as directed.
Budget and Accounting Duties
- Prepares and processes travel vouchers for approval and payment for Legislative Council staff and legislators for interim committee meetings, out-of-state travel, and legislative sessions;
- Processes invoices for payment through the PeopleSoft financial system;
- Prepares monthly financial statements for internal and audit purposes;
- Prepares background and supporting information for the preparation of the biennial budget request and biennial financial statements;
- Prepares summary reports regarding expenditures as requested; and
- Maintains the inventory of Legislative Council and Legislative Assembly equipment and furniture.
Payroll and Human Resources Duties
- Assists with the preparation and maintenance of payroll documents and payroll files;
- Uses PeopleSoft for payroll-related functions;
- Assists in coordinating risk management programs;
- Assists with coordinating employer-based wellness programs; and
- Assists and provides backup for other human resources related functions.
Essential Skills and Abilities
- Knowledge of accounting procedures and government accounting principles;
- Ability to maintain confidentiality;
- Knowledge of or ability to learn to use integrated accounting and payroll systems;
- Ability to work independently and assume responsibility in decisionmaking;
- Ability to exercise accuracy in all facets of the position;
- Ability to communicate effectively in written and verbal form and establish and maintain effective working relationships; and
- Ability to remain objective and nonpartisan in all legislative matters.
Minimum Qualifications
Requires a bachelor's degree in accounting or a related field and a minimum of 2 years of relevant professional experience and successful completion of a background check related to access to the state's PeopleSoft accounting system.
