Job Description
A program evaluator is responsible for objective and unbiased evaluations of the efficiency and effectiveness of state agency programs and providing other evaluation-related services for the North Dakota Legislative Branch.
Essential Functions
A program analyst:
- Reviews legislative initiatives and program goals and objectives.
- Designs and implements plans for conducting program evaluations.
- Collects and analyzes quantitative and qualitative data.
- Conducts surveys and interviews with agency personnel and stakeholders.
- Prepares estimates of the fiscal impact of proposed legislation.
- Makes oral presentations and responds to questions regarding programs and program evaluations.
- Performs professional and legislative staff work for the Legislative Management and its committees, the Legislative Assembly and its committees, and legislators.
- Performs other duties as directed.
Qualifications
A program evaluator must have a bachelor's degree in accounting, finance, management, economics, statistics, public administration, or a related field. A program evaluator must be non-partisan and communicate effectively both orally and in writing. Preferred qualifications include prior program evaluation or auditing experience.
Candidates must have the ability to:
- Conduct research, analyze and synthesize information and data, and evaluate policies and programs in a non-biased manner;
- Remain objective and nonpartisan in relation to all legislative matters;
- Maintain confidentiality, work independently, and take responsibility in decision-making processes; and
- Work under pressure and manage multiple work assignments to meet project deadlines.
