A brief task plan with the cost of each task could be helpful to the committee to evaluate the proposal and decide which portion of the proposal the committee may decide to move forward with.
The analysis of tasks 1, 2, 3, 4, and 5 will involve the need to obtain data and conduct interviews with stakeholders from the fire service agencies in the State. We understand there are currently 357 registered departments in North Dakota. How many agencies should we plan to engage in stakeholder meetings/interviews, and would you prefer in-person, virtual, or a combination?
The number of agencies engaged in the study and method of engagement is up to how much data you believe is necessary to support your conclusions and recommendations.
In task 3, the objectives include the establishment of authority for response, standardized training, fire prevention codes, and emergency response operational initiatives and responsibilities. Are these only for state-declared emergencies, or will the regions, once regional teams are established, need each of these areas examined and a plan provided?
Whether the regions should have separate plans or if a state plan is preferable could be included in the recommendations.
In task 4, you describe the staffing ability to … during extended or complex emergencies. Can you clarify whether this applies only to their region, state-declared emergencies, or a combination of local, regional, and state emergencies?
The answer to the is question may depend on the recommendations regarding regional response teams.
Will you accept emailed proposals or do you require hardcopies? If hardcopies are needed, how many copies are required? Also, would you consider a deadline extension to accommodate the holiday and the short work week next week?
An emailed proposal is preferred. This is not a need to mail any hard copies of the proposal. The committee is planning to meet on February 25, 2026, to consider proposals. Unfortunately, this doesn't provide time to extend the deadline.

Does North Dakota require a specific format for an RFP response?
There is not a specific format for an RFP response other than the requirements included in the request for proposal document. Generally, proposals are sent as PDF documents.
Is there a not to exceed budget for the study?
The committee was tentatively approved by the Chairman of the Legislative Management a $25,000 budget for the study.
